COVER3 is the PaddockOS application built around US Patent 10,614,689 B2, a multi-source data fusion and AI-driven pattern recognition framework engineered for perception, detection, and notification in federal environments.
The application ingests and fuses video, audio, biometric, document, and signal inputs into a single signal stream. It runs on commercial cloud, on accredited federal cloud, or on NVIDIA Jetson Orin edge hardware operating fully air-gapped at the tactical edge. Same codebase, same engine, same patent.
COVER3 was built for the missions where general-purpose AI fails: degraded networks, hostile actors, accreditation constraints, multi-source intelligence pictures that need to be combined into action without losing audit defensibility.

ESA One is the PaddockOS application built for structured federal decision-making and enterprise service governance. Where COVER3 perceives, ESA One decides and records: provisional algorithmic scoring, validated human review, immutable snapshots of every governance milestone.
The application brings together service portfolio management, formal designation workflows, portfolio-level visibility, and prioritization across federal program portfolios. Every score, every override, every milestone is captured with chain-of-custody, immutable state, and traceability.
ESA One addresses what most federal governance tooling fails at: making structured decisions defensible after the fact. It connects service-level governance decisions to higher-level investment, funding, and value-stream choices on a single audit fabric.
ESA One was developed to support the Department of the Navy CIO Enterprise Services Architecture 2.0 (ESA 2.0) initiative. Phase I delivered a Service Portfolio Management system, a 70-statement assessment instrument, an enterprise dashboard, and the Naval Enterprise Services Playbook, all on schedule and within funding.
